You're watching your agents through some sort of holo-video-monitor-screen thingymadoozle, and a lot of art has automatic DRM encoded in it that scrambles its image unless actually being looked at by a person. They were working on making it scramble itself unless viewed by a PAYING person, but then the wars started and the developers turned to making bio weapons.
